IRS Commissioner Includes Focus on Nonprofits in National
Press Club Speech (March 22, 2005)
IRS Commissioner Mark W. Everson, in a March 15, 2005, speech
at the National Press Club (Washington, DC), provided an update
on the achievements of the Internal Revenue Service during the past
year, and highlights of upcoming IRS activities. During that speech
he noted the work the IRS has been undertaking to eliminate abusive
tax shelters, including those involving tax-exempt organizations.
He further noted the recent Nonprofit
Panel Interim Report, and how encouraged he was by many of the
recommendations. However, he went on to say:
“The threat to the integrity of our nation’s charities
is real and growing. At the IRS, we take it very seriously. We are
augmenting our resources in the non-profit area. By the end of September,
we will have increased the number of our personnel who audit tax
exempt organizations by over 30% from two years earlier. If we don’t
act, there is a risk that Americans will lose faith in our nation’s
charitable organizations. If that happens, Americans will stop giving
and those in need will suffer.”
Commissioner Everson’s speech appears to reinforce the strong
messages of enforcement and a sense of an eroding integrity among
charities that are resonating through both the legislative and executive
branches of the government.
