The Panel on the Nonprofit Sector invites comments on self-regulation
principles. (Updated January 16,
2007)
The Panel on the Nonprofit Sector has assembled 29 recommended
Principles for Self-Regulation for nonprofits. They are based
in the work of a group of experts, who among other actions, reviewed
the work of over 50 existing recommended self-regulation principles.
The principles fall into four categories: facilitating legal compliance,
effective governance, strong financial oversight, and responsible
fundraising. Comments submitted by January 24 will be incorporated
by the committee into the recommendations it is preparing for
the Panel’s consideration. Comments arriving afterwards
up until February 2 will be reviewed by staff and relevant comments
will be shared with the Panel.

Supplemental Report Released (Updated
April 25, 2006)
The Panel on
the Nonprofit Sector has released additional recommendations
to Congress as part of its continuing effort to strengthen the
accountability of the nation’s 1.3 million charitable organizations.
This Supplemental Report is a companion to the Panel’s Final
Report, delivered to Congress last June, delivered to Congress
last June, which offered more 120 actions to be taken by Congress,
the IRS, and charitable organizations.
The Supplemental Report focuses on nine areas, including international
grantmaking and charitable solicitation. As was true with the
Final Report, its recommendations incorporate input from people
across the charitable community.
The Panel will continue its work this year to develop recommendations
on financial reporting standards, improvements to the Forms 990
and 990-PF, and self-regulation by charitable organizations. It
will also identify sample governance policies.

Reactions to Nonprofit Panel Report (June
30, 2005)
The release of the Final Report by the Panel on the Nonprofit
Sector has provoked a variety of reactions from media, nonprofits
and watchdog groups throughout the country. These reactions have
ranged from praise to strong critiques. The
National Committee for Responsive Philanthropy was sharply
critical of the Report’s recommendations, noting some improvements
from the Interim Report, but describing the Report as only “micro-inching”
its way toward the level of reform and change needed to truly
strengthen the nonprofit sector.
Other groups offered alternate suggestions. In the Summer 2005
Stanford Social Innovation Review, Jan Masaoka, Executive Director
of CompassPoint Nonprofit Services, and Jeanne Bell Peters, COO
of CompassPoint, provided an intriguing list of eight reforms
that they feel will have a much stronger effect in making the

Nonprofit Panel Final Report Released (June 23, 2005)
The Panel on the Nonprofit Sector has released its final report
of recommendations for strengthening the transparency, governance
and accountability of Charitable Organizations. The Report is

The Report’s recommendations were unveiled at a Capitol
Hill press conference on June 22, and cover areas that include
reporting requirements, donor-advised funds, audits, executive
compensation, Type III supporting organizations, revision to IRS
reporting forms, and the structure, size and compensation of governing
boards.
The Panel will hold a national conference call about this report
on Friday, June 24.
New Advisory Committee on Self-Regulation formed
(Updated April 18, 2006)
[Via the Independent Sector’s Website] The Panel
on the Nonprofit Sector, comprised of leaders from charities and
foundations across the country, has created a special Advisory
Committee on Self-Regulation of the Charitable Sector.
The new committee will help the Panel make recommendations on
how best to strengthen self-regulation within the charitable community.
The sector has a long tradition of self-regulation, and the Panel
will build on the work of various organizations and subsectors
that have already developed standards, accreditation, and training.
The Advisory Committee will be led by co-chairs:
• Joel L. Fleishman, director of the Samuel & Ronnie
Heyman Center for Ethics, Public Policy, and the Professions at
Duke University's Terry Sanford Institute of Public Policy; and
• Rebecca W. Rimel, president and CEO of The Pew Charitable
Trusts.

Next Panel National Call on June 24
(June 13, 2005)
The Panel will be holding its fourth national conference
call on June 24, between 3:00pm and 4:00pm EST to discuss the
comprehensive report it will have released earlier that week.
To be chaired by Panel co-conveners Paul Brest and Cass Wheeler,
the call will feature Panel members discussing the recommendations
for strengthening the accountability and governance of charitable
organizations.

Associated Grant Makers Signs-On to Panel Report. (May
6, 2005)
On April 27, the Executive Committee of AGM, on behalf
of the Board of Directors, agreed that AGM should sign-on in support
of the first Interim Report of the Panel on the Nonprofit Sector.
In addition, AGM sent a letter to the Panel urging them to continue
to carefully consider the needs of smaller organizations in their
